Making a picture like this is pretty easy but you need to know how the setting on your camera work, and you need a filter. Either a grey (ND) filter for broad daylight, or polarisation for twilight or low light situations will do. All you need to do is place your camera on a tripod, turn your iso to 100, your aperture to 8 (or higher with much light) and release the shutter for at least 5 seconds.
